Ils sont reproduits végétativement, contrairement aux cultures issues de vraies semences. Les semences végétatives sont confrontées à des défis uniques : elles sont volumineuses, périssables et sensibles aux ravageurs (en particulier aux maladies), tandis que les systèmes semenciers des racines, tubercules et bananes ont souffert de faibles investissements. Ce guide de l’utilisateur présente un outil, appelé « Cadre multipartite en faveur des interventions dans les systèmes semenciers des racines, tubercules et bananes ». Il est conçu pour aider toute personne intéressée à comprendre les systèmes de systèmes semenciers à améliorer les interventions (par exemple, projets ou programmes) dans ceux-ci. Le cadre peut être représenté graphiquement sous forme de tableau, avec des rangées de parties prenantes (par exemple, les décideurs politiques, les chercheurs et les producteurs de semences) et des colonnes de caractéristiques : disponibilité des semences, accès et qualité. L’accès comprend les canaux de distribution, l’abordabilité et la sensibilisation. La qualité des semences comprend la variété des cultures et d’autres questions (santé, pureté génétique, âge physiologique et qualité physique). Le genre doit toujours être pris en compte lors de l’utilisation du cadre. Le cadre peut être utilisé pour planifier une intervention future ou pour analyser une intervention en cours ou terminée. Lorsqu’il est utilisé avant une intervention, le cadre peut guider une étude du système de semences existant et identifier les goulots d’étranglement et les actions clés pour l’intervention à venir. Lorsqu’il est utilisé pour suivre une intervention en cours, le cadre peut aider à planifier l’évolution des activités, la portée, la théorie du changement (y compris les hypothèses sur les agriculteurs et les semences), les objectifs et les impacts. Le cadre aidera les parties prenantes à penser les systèmes semenciers des cultures de racines, de tubercules et de bananes de manière holistique et à tenir compte des différences, voire des contradictions, dans les perspectives de certaines personnes et organisations parties prenantes de ces cultures. Cette recherche a été entreprise dans le cadre et financée par le programme de recherche du CGIAR sur les racines, les tubercules et les bananes (RTB) et soutenue par les bailleurs de fonds du Fonds du CGIAR.
